This is a poster that was place in and around Union Station. It created a “wrinkle” with the white house. Interesting subject. I could see objections to using images of the President’s daughters, but not when used in the generalized way of the ad campaign. The dolls mentioned in the article are too much.
I would think that Mr. Luntz is referring to the organization being punished through the “old boys’ network.” Licenses, permissions, etc that they may need may not be renewed. And, it may not even have been directly from the White House.

Luntz studies words and ads and what works and what doesn’t. He was just stating the facts of how the administration would respond. And they CAN punish people, look what they did to Joe the Plumber. They can ruin your reputation and your funding.
